Never heard of lively wallpaper but you could use rainmeter, in combination with wallpaper engine if you wished to do so. Most people use steam's wallpaper engine to use a video as their desktop background. But i cant find the option to make wallpapers switch/change automatically.

Vlc player is just experimental at the moment and doesn't support pausing when fullscreen apps run and other important features. No matter which wallpaper i select in the app, it just does not change my system wallpaper.
